I'm not sure I understand the referenced article.

From what is said here, and what I have read about at other sites, the American weapon (E-bomb) is an actual "bomb" shot toward the target which then releases its magnetic pulse when it gets near target. Its area of effects is fairly small, maybe 1-2 thousand feet at best. So any electronics can be destroyed in that area.
Compare that to the Russian interferometers:
There is no "bomb" or anything to deliver over a distance. The attacking interferometer, mainly two antennae, can be anywhere in the world and strike anywhere in the world. (Awesome). The target area can be made pinpoint, or you can widen the target area (where the scalar beams cross and "interfere") VERY wide and "turn up the volume." Electronics in this variable, movable target area will get fried.
The Russian system is obviously highly superior. They have got this huge advantage because Russian scientists had understood the new theories of scalar electromagnetics long before Western scientists even dreamed such things were possible. So now Russian scalar weapons can literally drop any plane (or shuttle) out of the sky anywhere in the world. The shot, which is delivered, not THROUGH space, but AROUND spacetime, is instantaneous, without any lag between hitting the button and the strike itself.
